1. This Decree regulates administrative violations, forms of penalties, levels of penalties, remedial measures for administrative violations, authority to impose penalties and authority to make records of violations. administrative violations in the field of water resources and minerals.
2. Administrative violations in the field of water resources specified in this Decree include: Violations of regulations on investigation, planning, exploration, exploitation and use of water resources; violating regulations on water resource protection; violating regulations on preventing, combating and overcoming harmful effects caused by water and other violations in water resources management specifically stipulated in Chapter II of this Decree.
3. Administrative violations in the field of minerals specified in this Decree include: Violations of regulations on basic geological surveys of minerals; violating regulations on mineral exploration and exploitation; violating regulations on auctioning mineral mining rights; violating regulations on use of mineral information; violate regulations on the rights of localities and people where minerals are mined; violations of regulations on protection of unexploited minerals and other violations in the mineral sector are specifically stipulated in Chapter III of this Decree.
4. Administrative violations related to the field of water resources and minerals not specified in this Decree shall be applied according to the provisions of other Decrees of the Government on penalties for administrative violations. in the field of state management related to sanctioning.
