This Law regulates bidding activities to select contractors to provide consulting, goods procurement, and construction services for bidding packages of the following projects:
1. Projects using state capital of 30% or more for development investment purposes, including:
a) New construction investment projects, upgrading and expanding projects that have already been invested in construction;
b) Investment projects to purchase assets including equipment and machinery that do not require installation;
c) Regional development planning projects, industry development planning, urban and rural construction planning;
d) Scientific research, technology development, and technical support projects;
d) Other projects for investment and development purposes;
2. Projects using state capital to purchase assets to maintain regular operations of state agencies, political organizations, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations, people's armed units;
3. Projects using state capital to purchase assets to serve the renovation and major repair of equipment, production lines, works, and factories invested in by state-owned enterprises.
